The Untouchables (1959): August 28, 1933. That night, Eliot Ness and his Untouchables, and some undercover plainclothes police, are staking out an amusement pier on the Chicago lakefront; they are tailing Alexander Raeder-- owner of the pier, and the source of the new narcotics flooding the Windy City. Ness had received an anonymous tip that Raeder was delivering 15 pounds of heroin, half a million dollars' worth, to a syndicate contact. The drop-off point being the Tunnel of Horrors, a carnival ride which sends small boats through dark tunnels, operated by Johnny Selkirk, who works for Raeder. On the Midway, Ness spots a hood named Marty Mattern along with Arnold Justin, former cop, who now handles the graft for Nitti; if Justin sees the undercover cops (his former colleagues), he'll recognize them and their cover will be blown. Justin does; Mattern panics and makes a run for it, then fires at Ness' men, and Enrico Rossi shoots him. Ness and his men storm into the Tunnel, and find a back room. While Raeder escapes, Johnny Selkirk seizes the opportunity; he shoots Monk, and takes several leather utility belts (which have a dozen pouches, each filled with plastic bags full of heroin) and makes a run for it-- Ness manages to shoot Johnny in the right arm as he jumps into Lake Michigan. Johnny is seriously wounded, but gets away. Ness arrests Raeder and Arnold Justin. Raeder is empty-handed, so they have nothing on him; Justin had a leather bag with half a million dollars cash in it, but there's no law against that. Justin was a cop for 18 years, before he went bad, 2 years ago. Justin tells Ness he's a chump for making 30 bucks a week and wearing $20 suits; Ness wants to punch him out, but for now settles for throwing him out of his office. Around midnight, Johnny Selkirk forces a doctor to remove the bullet in his arm, even though the doc is only a veterinarian. Meanwhile, in the council room above the Montmartre Cafe, Nitti is holding a meet; they're still waiting for Justin. But when Justin comes in, it's only with the half a million in cash that Nitti had given him; Nitti is fuming, he needed the heroin-- with a distribution value of $12 million. The next morning, the police find the body of the veterinarian, and call Ness. Johnny Selkirk needs a place to hide, so he breaks into Justin's house. Johnny tells him that he's the one that tipped Ness. He tells Justin to kill Raeder, and then they can turn the heroin over to Nitti, and pocket the money; they'll split half a million bucks right down the middle, Nitti will never know. For the next 10 days, Ness dries up Nitti's other sources of heroin; Nitti tells Justin he's got 48 hours to get the heroin-- or "You're dead!" Justin sets up a trap-- he tells Johnny to call Ness before midnight, and tell him exactly where the heroin is hidden under the pier; at the same time, Justin meets Raeder in person and tells him where the heroin is. Raeder never carries a gun, so Justin gives him his, loaded with blanks. When both Ness and Raeder go to the pier at midnight, they have a shootout; Raeder is killed, which is just what Justin wanted. Ness and Lee Hobson know it was a trap; but Justin outfoxed himself, he gave them a clue. He'd deviously left several utility belts with pouches there, but filled with sand, not heroin. Ness decides it's not Nitti's doing, Nitti has a penchant for doing things in the open. Justin had revealed to them how the heroin was carried, in bandoliers like these; a wounded man like Johnny Selkirk couldn't carry so much weight around, he'd have to hide the heroin. Back at the hideout, Johnny tells Justin where the heroin is-- in a storm drain under the pier, close to where he first got out of the water. Justin shoots him. Then, Justin goes to the storm drain and picks up the leather belts with pouches. Justin meets Nitti at the Montmartre, and tells him he has the stuff. One of Nitti's boys inspects the powder, and says, "Frank, you're the boss, what you say goes. But do you really want to pay half a million dollars for 15 pounds of sugar?" An angry Justin goes to Eliot Ness, and says, "You set me up. You took the heroin out of the bandoliers and replaced it with sugar." Justin demands police protection. Ness tells him he qualifies for protection only if he signs a confession, listing his involvement with Nitti, how he set up Raeder, and that he killed Selkirk. Arnold Justin refuses, and, terrified, leaves Ness' office. Justin died in a hail of bullets some days later proving that while you might be able to cheat at cards or on your taxes you can't cheat Frank Nitti. The confession, which might have saved his life (at least temporarily), was still in Ness's desk drawer unsigned. Eliot Ness had indeed gotten his wish in this one.
